NDA announces candidates for 39 out of 40 seats in Bihar

The NDA in Bihar, comprising the BJP, Chief Minister Nitish Kumar’s JD(U) and Ram Vilas Paswan’s LJP, Saturday announced its candidates for 39 out of the total 40 Lok Sabha seats in the State.

As per the names announced at a press meet here by BJP national general secretary and party in-charge for the state Bhupendra Yadav, Union minister Ravi Shankar Prasad will be contesting from Patna Sahib seat — a party stronghold represented by Shatrughan Sinha in the outgoing Lok Sabha.

According to media reports, Mr. Sinha is likely to join the Congress and seek re-election on a ticket of the grand old party.

Ravi Shankar Prasad replaces Shatrughan Sinha in Patnasahib. While Union minister Giriraj Singh, whose Nawada seat has gone to the LJP, has been shifted to Begusarai, his colleagues in the council of ministers Radha Mohan Singh, R.K. Singh, Ashwani Kumar Choubey and Ram Kripal Yadav will be fielded from their respective sitting seats of Motihari, Ara, Buxar and Pataliputra. Lok Janshakti Party state president Pashupati Kumar Paras will be replacing his elder brother Ram Vilas Paswan in Hajipur. The Union minister is likely to get a Rajya Sabha ticket. Chirag Paswan will be seeking re-election from Jamui. Mr. Yadav also said the candidate for Khagaria Lok Sabha seat, which would be contested by the LJP, would be announced shortly.

Bihar Chief Minister Nitish Kumar on Sunday backed the demand of Andhra Pradesh Chief Minister N Chandrababu Naidu for special category status to the southern state. Supporting the demand of the Telugu Desam Party (TDP) chief over the demand at the Niti Aayog Governing Council meeting, the Janata Dal United (JDU) leader demanded the same status for Bihar, where he is in power in alliance with the Bharatiya Janata Party (BJP).

Naidu also got the backing of West Bengal Chief Minister Mamata Banerjee on the issue of 2011 census being adopted by the 15th Finance Commission. The TDP chief also made a request to the Centre to “not penalise the performing states”.

NitishNotably, the TDP chief had walked out of Prime Minister Narendra Modi-led NDA government at the Centre over special category status to Andhra Pradesh. He had accused the ruling Bharatiya Janata Party (BJP) of not fulfilling its promise of providing the status to the state.

Inaugurating Mahanadu, the TDP’s annual conclave, Naidu had said that the Centre had reneged on its promise to grant Andhra Pradesh Special Category status and to implement the AP Reorganisation Act. Naidu accused the BJP of betraying the people of AP and trying to create law and order problems in the state in collusion with the YSRCP.

The TDP had in March 2018 withdrawn support from the NDA government over the Centre’s refusal to grant special category status to the state.

Lalu Prasad convicted in fodder scam case;  Jagannath Mishra and 5 others acquitted

A special CBI court today convicted former Bihar chief minister Lalu Prasad and 15 others in a fodder scam case while acquitting six including another former chief minister Jagannath Mishra.

LaluCBI judge Shivpal Singh pronounced the verdict in a packed courtroom in the case pertaining to fraudulent withdrawal of Rs 89.27 lakh from Deoghar Treasury between 1991 and 1994.

Lalu Prasad, the chief of RJD, and other convicts were taken into custody immediately after the pronouncement of the verdict.

A charge sheet was filed against 38 persons on October 27, 1997. Eleven of them died and three turned approvers while two other accused confessed and were convicted in 2006-07, a CBI official said.

Lalu was among the 15 of the 22 accused found guilty by a special CBI court in Ranchi for the fraudulent withdrawal of Rs 84.5 lakh from the Deoghar district treasury between 1994 and 1996.

The convicts, including the RJD chief, were taken into custody immediately after the pronouncement of the verdict. Seven of the accused, including former Bihar CM Jagannath Mishra, were acquitted, reported ANI. Earlier in the day, before the verdict was pronounced, Lalu had expressed his “respect” for the country’s courts.+

“We trust and respect the judiciary. We will not let BJP’s conspiracies work. The way things happened in the 2G case, they way they happened for Ashok Chavan, the same will happen for me,” he said.

The RJD chief faced five cases in the fodder scam, of which now three are pending. He had been sentenced to five years in jail and fined Rs 25 lakh for the fraudulent withdrawal of Rs 37.5 crore from the Chaibasa treasury in October 2013, but was granted bail by the Supreme Court in December 2013.

In 2014, the Jharkhand high court had stayed the trial against the former Bihar chief minister in four of the pending cases saying that a person convicted in one case could not be tried in similar cases based on same witnesses and evidence. The order, however, was quashed by the apex court, which ordered Lalu to stand trial in all pending fodder scam cases in which he was an accused.

On Friday, Lalu had stressed that the judgment in the fodder scam would not adversely impact the RJD+ , which would continue to be led by his sons Tejashwi Prasad Yadav and Tej Pratap Yadav.

Hours before the judgment in the fodder scam, the Enforcement Directorate filed a chargesheet against Lalu’s daughter Misa Bharti and her husband in a money laundering case.

Narendra Modi announces ₹500 crore relief for flood-hit Bihar

Prime Minister Narendra Modi on August 26, 2017 made an aerial survey of flood-hit areas of Bihar and announced ₹500 crore as immediate relief for the State besides ₹2 lakh each to the kin of those who died in the deluge.

He also said a central team would be sent to the State soon to assess the damage caused by the floods, the PMO said. He asked the insurance companies to send their personnel urgently to assess the damage to crops so that farmers could get early relief.

The decisions came after the Prime Minister held a meeting with Chief Minister Nitish Kumar, Deputy Chief Minister Sushil Kumar Modi in Purnea and senior officials of the State government, following his aerial survey. The meeting was held at Chunapur Airport of the Air Force from where the Mr. Narendra Modi later flew back to Delhi. “After the review, the Prime Minister promised all possible support to the Bihar government,” the PMO said in a statement.

The PM made the aerial survey of four affected districts — Purnea, Katihar, Kisanganj and Araria. Mr. Kumar and Sushil Kumar Modi accompanied the PM, official sources said. Mr. Narendra Modi was told that though 19 districts are affected by floods, damage in 13 districts including Purnea, Katihar, Kisanganj, Araria due to inundation has been immense, the sources said.

Maximum damage has been caused to water resources department. Mr. Narendra Modi was told that due to breach of embankments and waterways for irrigation, a loss of about ₹27,00 crore has been accrued by the department. Around ₹2,000 crore is estimated to have been spent in distribution of relief among marooned population of the State, it came out in the meeting.

Among other things, Mr. Narendra Modi said the Union Road Transport and Highways Ministry would take appropriate action with regard to repair of the damaged roads in Bihar. He said the infrastructure damaged due to the floods would be restored at the earliest with the central help, the statement said.

He announced ₹2 lakh as ex-gratia from the Prime Minister’s National Relief Fund for each of those killed and ₹50,000 each for those seriously injured, the PMO said.

He also referred to his recent talks with Nepal Prime Minister Sher Bahadur Deuba during which it was decided that a detailed project report would be prepared at the earliest on the Saptkoshi Dam and Sunkoshi storage-cum-diversion scheme. Both nations would also work on flood control in the border areas, which will benefit the region, it added.

The PM assured the State government that the Centre would provide all help to compensate the loss due to floods, the sources said. As per the latest report, death toll in Bihar has mounted to 418, with 1.67 crore people in 19 districts being affected by the deluge.

This was the first visit of Mr. Narendra Modi to Bihar since the JD(U)-BJP coalition government was formed on July 27, 2017.

‘Secularism can’t mask corruption,” said the Chief Minister in the Bihar Assembly with Deputy Chief Minister Sushil Modi by his side.

“These are arrogant people. Political parties get a mandate in elections to serve the people. The people are fed-up,” added Nitish.

Last 48-hours, Bihar witnessed some fast-paced and stunning developments that has changed the political scenario of the country.

It all started on Thursday evening.

Alleging corruption charges against Tejashwi Yadav, Nitish tendered his resignation and dissolved the 20-month-old mahagathbandhan or grand alliance between JD(U) and RJD. Within hours, JD (U) formed a new coalition with old ally BJP and Nitish headed back to office, claiming support of 132 MLAs in a letter to Bihar governor Keshari Nath Tripathi.

In 2013, Nitish had ended his 17-year alliance with the BJP over the party’s decision to name Narendra Modi its Prime Ministerial candidate.

Nitish’s decision to side with BJP has not gone down well with several party members. JD (U) stalwart Sharad Pawar is reportedly miffed with the new development while MP Ali Anwar openly expressed his dissatisfaction.

Today morning, Nitish moved the confidence motion to prove majority of his new government amid scathing attacks from various counters. In the 243-member Bihar Assembly, 131 legislators voted in favour of the new alliance and 108 against.

RJD leader Tejashwi Yadav argued that former his former ‘boss’ Nitish Kumar should have shown guts and sacked him rather than joining hands with the Bharatiya Janata Party (BJP).

Aapko sharam nahin aayi? (Aren’t you ashamed?),”asked Tejashwi.

Today morning, Patna High Court accepted RJD’s petition challenging the appointment of Nitish as Chief Minister. However, the court refused to stop today’s trust vote, saying it would hear the case on Monday, 31 July.

JD (U)’s new alliance with BJP has changed significantly changed the political discourse of the country.

Prime Minister Narendra Modi-led NDA now holds the power in 18 states throwing Congress out of the national equation. This, in turn, will have some significant bearing upcoming state elections and 2019 Lok Sabha election.

Bihar’s political upheaval has only confirmed the notion of BJP’s saffron wave engulfing the entire nation.

RJD leader Manoj Jha accused the Bharatiya Janata Party (BJP) of scripting a propaganda against Lalu, who he termed as one of the strongest voices against right-winged authoritarian.

“I find the audio tapes purported and doctored. This is malicious, this is propaganda ruled out by top BJP script writers. We welcome all kind of investigation. Mr Lalu Prasad Yadav is one of the strongest voices against right-winged authoritarian,” Jha told ANI.

Condemning the episode, JD(U) leader K.C Tyagi said, “This is an attempt to destabilize the Bihar government.”

An English news channel yesterday aired an audio clip of Lalu having a conversation with jailed mafia don Mohammad Shahabuddin. It played a recorded conversation which it claimed took place between Lalu Prasad and his convicted MP.

In a setback to Delhi CM Arvind Kejriwal and Congress leaders P Chidambaram and Sanjay Nirupam, a case was filed on Wednesday in a Bihar court.

The case was filed in Muzaffarpur district court with a prayer to prosecute AAP leader Arvind Kejriwal and Congress leaders P Chidambaram and Sanjay Nirupam under sedition law for their statements on the surgical strike in Pakistan Occupied Kashmir by Indian Army.

One Jaganath Sah filed the case in the court of Chief Judicial Magistrate (CJM) Ramchandra Prasad against Kejriwal, Chidambaram and Sanjay Nirupam.

What’s the case?

The three leaders were alleged to have sought proof in support of the claim that the Indian Army had conducted the strikes across the LoC in PoK.

The court has fixed October 19 for hearing the matter.

A 28-year-old woman from Bihar was detained on Sunday morning at the Indira Gandhi International (IGI) Airport in Delhi, along with her 5-year-old son.

Reportedly, she was on her way to Afghanistan to lead a true Islamic life.

The two were going to board a flight to Kabul, according to a report in The Indian Express.

The woman has been identified as Yasmeen Muhammed of Patna.

Was she going to join ISIS?

Reportedly, she was planning to join one of the 21 youths from Kerala who had gone missing last month.

It was believed that some of the missing youths believed to have tried to join the Islamic State.

Yasmeen is a divorcee. She has been handed over to Delhi Police’s special cell and later taken into custody by a team from Kerala Police.

She has been sent to judicial custody by a Kerala court.

The Supreme Court today asked the Centre to create a disaster mitigation fund to tackle drought- like situation and directed the Agriculture Ministry to hold a meeting within a week with affected states like Bihar, Gujarat and Haryana to assess the conditions.
A bench headed by Justice M B Lokur directed the Centre to also implement the provisions of Disaster Management Act and fix a time limit for declaration of drought on scientific grounds.
It also asked the Centre to revise the drought management manual to provide effective relief to calamity-hit farmers and prepare a national plan to tackle the crisis.
“Agriculture Ministry is directed to hold a meeting within a week with Chief Secretaries of drought-hit Bihar, Gujarat and Haryana to assess the situation,” the bench also comprising Justice N V Ramana said.
The court also directed that the National Disaster Response Force should be trained and equipped to tackle the drought-like situation.
Additional Solicitor General P S Narasimha had on April 26 told the bench that Centre is alive to the situation prevailing in the drought-hit areas and states are working hard to provide every possible relief to the farmers in such natural calamity hit areas.
Earlier, the apex court had told the Centre whether it was not its responsibility to warn the states about the drought like situation likely to prevail in the near future.
The court had expressed its concern over low compensation paid to calamity-hit farmers and observed that it was leading some of them to commit suicide.
The petitioner NGO, Swaraj Abhiyan, in its revised prayer, had sought a direction to Centre to abide by the provisions of MNREGA Act and use it for employment generation in drought-affected areas.
The PIL filed by the NGO had alleged that parts of 12 states of Uttar Pradesh, Karnataka, Madhya Pradesh, Andhra Pradesh, Telangana, Maharashtra, Gujarat, Odisha, Jharkhand, Bihar, Haryana and Chattisgarh were hit by drought and the authorities were not providing adequate relief.

A major earthquake measuring 6.8 on the Richter scale on Wednesday hit areas around the Indo-Myanmar border.

Its tremors were felt in the Northeast, West Bengal, Bihar and other parts of India.

Tremors were also felt in Delhi and NCR.

Nepal, Bangladesh and Bhutan, as well, felt the quake.

However, the US Geological Survey said the earthquake had a magnitude of 7.0.

According to National Centre of Seismology (NCS), the earthquake occurred at 7:25 PM at the depth of 134 km.

The USGS said that the quake’s epicenter was 396 kilometers north of Myanmar’s capital, Naypyidaw.

Meanwhile, people in Kolkata vacated their residences in wake of tremors felt in the city.

On the other hand, NDRF has said that no report of loss of lives and property in Sikkim, Siliguri and Kolkata have been reported.

At the same time, Prime Minister Narendra Modi spoke to CMs of Assam and Manipur regarding earthquake in the region.

In a related development, Kamrup (metro) district administration has requested people to inform any kind of damage at – 7399003002,7399003003,1077, 03612733052.

Just few days back, on April 10, a powerful earthquake clocking 6.8 on the Richter scale, had epicentred in Hindukush mountain range in Afghanistan and had jolted several parts of North India, including the Delhi NCR region.

However, there were no reports of loss of lives or property then.

Tremors were also felt then in Pakistan and large parts of North India, including Jammu and Kashmir, Punjab, Chandigarh, Haryana, besides Delhi National Capital Region.
